Welcome to the April installment of Fin Capital's Monthly Wave. It’s been a busy month for the team and our portfolio companies.

Regulatory Tailwinds: The U.S. House has recently introduced new legislation known as the Payments Access and Consumer Efficiency (PACE) Act. Together with the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act and the proposed Digital Asset Market Clarity (CLARITY) Act, these efforts begin to sketch a new foundation for digital assets in the U.S. The CLARITY Act focuses on market structure, delineating jurisdiction between the SEC and CFTC while establishing clear definitions for digital assets—distinguishing between securities, commodities, and payment tokens. This provides a critical legal baseline for institutional participation. The GENIUS Act builds on that foundation by clarifying what qualifies as a compliant stablecoin, while the PACE Act defines who can directly access the Federal Reserve’s payment rails. PACE specifically introduces a new federal designation, Registered Covered Provider, allowing qualified nonbank payment firms—such as stablecoin issuers, fintech platforms, and crypto infrastructure providers—to connect directly to Fed systems under OCC oversight. Direct Fed access will reduce reliance on sponsor banks, cutting costs tied to minting, redemption, and settlement while enabling faster, more resilient payment flows. The broader fintech ecosystem would see a redistribution of power, with competition moving away from payment access and toward lending, balance sheet services, and deeper integration. Still, PACE remains in early-stage legislation, and its future hinges on gaining Senate support in the months ahead. To learn more, read here.  

 Setting Sail on Autonomous Agent Infrastructure: We are excited to announce our latest investment – Primitive.
